What Should the Whistleblower Have Done?

Setting the Stage

1. The whistleblower works for the CIA.
2. The whistleblower worked in the White House while Barack Obama was president.
3. The whistleblower was a holdover during the Trump administration.
4. The whistleblower is a registered Democrat.
5. The whistleblower supported Hillary Clinton for president.
6. The whistleblower is not a newbie. He has been in Washington long enough and in enough high-level situations to know the rules of the game.
7. The whistleblower did not have first-hand information. He had second-hand and third-hand information.  Thus, we can assume that he did not have a Need to Know.  If he had a Need to Know, he would have had first-hand information.  Keep reading for details on Need to Know.

My Background

1. While I was a professor at the University of Virginia, I did a lot of consulting.
2. Among others, I consulted with the DOD, the U.S. Army, the U.S. Navy, the FBI, the DEA, and the DOJ.
3. I had a Top Secret security clearance so that I could do my job.
4. I had to know the rules about the use of and distribution of classified information.
5. I never leaked or shared classified information inappropriately.

The Rules of the Game Where Classified Information is Concerned

1. A Top Secret security clearance means that you can receive Top Secret information, but it does not mean you can receive any and all Top Secret information.
2. Beyond Top Secret, there is a thing called “Need to Know”, a.k.a., Access Clearances. If you don’t have a Need to Know, you can’t receive Top Secret information.
3. If information is classified and you have access to it, that does not mean that you can share it freely with others who have Top Secret security clearances.
4. The only people who can have access to the classified information you have are others who have a Need to Know.
5. It is illegal to share classified information with anyone who doesn’t have a Need to Know.
6. It is illegal to knowingly receive classified information if you don’t have a Need to Know.

What the Whistleblower Should have Done

1. The whistleblower didn’t have a Need to Know.
2. The whistleblower knew that he didn’t have a Need to Know.
3. The people who shared classified information with the whistleblower broke the law.
4. The whistleblower should have told the Inspector General of the Intelligence Community, Michael Atkinson, that classified information was shared with him inappropriately, and he should have identified the people who shared it with him.  He did that, but he should have stopped right there.

The Whistleblower Didn’t Stop Right There

The whistleblower took his second-hand and third-hand classified information to Rep. Adam Schiff.

Why?

It was because Adam Schiff was a diehard anti-Trumper.  He has been screaming “Impeach!” since before President Trump was inaugurated.

About Adam Schiff

To this day, Adam Schiff believes that President Trump colluded with the Russians in 2016.  He has been foaming at the mouth since election day and looking for a way to destroy the Trump administration.

Robert Mueller exonerated President Trump after an investigation that lasted for more than 2 years, that deployed a team of Democrat investigators, and that cost about $40 million.

Mueller’s findings didn’t satisfy Adam Schiff.  It emboldened him and convinced him that he had to what Mueller couldn’t do.  He had to find something he could use to bring down President Trump.

Hence, the House Intelligence Committee that Adam Schiff chairs is seeking to impeach the president.  It is not conducting an investigation.  It’s conducting a public lynching without due process.
